South Symposium - 18 Nov 09 - President's Invitation - Theme - Programme - Stands/Sponsorship - Registration Form - Pay Online AFCEA Southern Symposium Nov 09 ‘Knowledge Integration in the Information Jungle’ (updated 1 Oct 09) Slowly but surely we are joining up the NEC dots to bring together military deciders, sensors and effectors. With this comes new challenges for the management of these systems’ outputs and inputs in an effective, efficient and timely manner. Previous symposia have developed themes around the ‘Information Jungle’. Our theme this year - “Knowledge Integration in the Information Jungle” - builds on its predecessors to consider how we can move through the data jungle to allow information, and hopefully knowledge, to be integrated to facilitate:
The MoD’s reorganisation under TLMC Phase 4 aims to increase programme coherence and through-life management. The earlier involvement of the Front Line Commands has resulted in a shift in priorities that makes this choice of subject highly topical. Away from the major capital programmes, C4ISTAR is an area of ongoing investment with opportunities for the full range of companies, from Primes to SMEs. Importantly, MoD is endeavouring to significantly reduce its time-scales in the programme delivery space. The Science Innovation and Technology (SIT) area has an ambitious aspiration for a 100 day turn around on work. Similarly, DE&S’ recent policy changes has meant that, unless specifically excluded (e.g. CVF, Nuclear Deterrent), programmes will not be taken forward unless they can deliver something tangible to the front line within 3 years. Capability Demonstrators are now very much seen as an important path to achieving such demanding timeframes. In the battlespace itself, there is a relative plethora of sensors but we still do not properly harvest all of the information that they can yield. Furthermore, with miniaturisation it is possible for multiple small sensors to be deployed, spanning much of the EM spectrum. Augmented by manned platforms of opportunity, dedicated and probably small autonomous assets may even be expendable. As our sensor processing and fusion capabilities increase, non-traditional ISTAR sources of information will also become more prevalent. Modern effectors place increasing demands on knowledge integration. Collateral damage becomes less and less politically acceptable and, as weapon costs rise, precision effect is more militarily important. Military bearer systems are now showing the fruits of both recent and current investment. The Future Core Networks vision is firmly underway. It is axiomatic that there will never be enough capacity; we will as ever have to manage what information we allow to flow around the battlespace. With NEC comes not only enormous advantages but also the severe risks of:
Recognising these challenges, the new post of Key Systems Architect is charged with moving NEC from network enabled comms to network enabled capability. The Data–Information-Knowledge paradigm will always remain but is now accompanied by the new requirement for sophisticated (federated) knowledge repositories in place of more traditional but disparate databases. The sharing of data within a select group of allies through systems like IBS brings orders of magnitude more data into play. Looking to the future, emerging platforms like JSF will be mission dependent on these libraries. They will also return from sorties with hitherto unimaginable amounts of mission data for post event analysis. While processing and storage are comparatively cheap nowadays, the challenges arise from the ‘hows’ of the management and dissemination processes. Cross-domain security compounds this problem and solutions, such as the Secure Data Guard, are being urgently sought. We must obviously not ignore the DLsOD. Policy, procedures, processes and training all have vital parts to play in KI. In summary, the time is ripe for AFCEA Southern to look at the issues surrounding Knowledge Integration. The next decade will see new equipment programmes that are heavily dependant on integrated information and knowledge. Many challenges and opportunities await.
